Senate Bill 9 (SB 9), the Housing Opportunity and More Efficiency (HOME) Act, is a California law designed to increase housing supply by streamlining infill development opportunities. It makes it easier for homeowners to pursue lot splits and two-unit developments on single-family parcels. The Los Angeles Planning Department has clarified how these designations apply locally, opening the door for property owners to build wealth through new housing options.

WHAT’S INCLUDEED IN OUR SERVICE?
- Two-Unit Developments (TUDs) – Build two homes on a single lot for added value and flexibility. SB 9 allows for two dwelling units on a single family zoned lot, subject to eligibility criteria and certain development standards. The dwelling units may be detached or attached. Permit applications TUDs may be submitted to LADBS for plan check and permitting.
- Urban Lot Splits (ULS) – Legally subdivide parcels for resale, rental, or new construction opportunities. SB 9 allows an existing single family zoned parcel to be subdivided into two parcels, subject to eligibility criteria and certain development standards. A project may combine a ULS with a TUD with certain limitations. ULS applications may be filed with City Planning for review and processing.
